Yikes. You do understand that all short sellers have this cost right? Do you have some reason to believe that inverse ETF's cost of doing the short is less than IB's rate by more than the ETF's management fee?

IWM is one of the most liquid ETF's and should be available to short. Unfortunately, IB has historically been terrible on the short side going back many years. They've promised to get better many times, but still aren't very succesful at borrowing.
