What are you talking about? The api is free and you can download data back to the 90s with just a practice account. You do not even need to deposit money to use it. How is that 400 a month?

It is availiable thru the API. I have never used their MP4, so I have no idea if you can get it there

The "scam" is that they sell the info about your trade to the high-frequency companies, so that Citadel and its likes may front-run your order. You end up getting a marginally worse execution, but you might or might not be better of than if you had to pay commission
