    QQQ can be hard to borrow (surprisingly) sometimes. This often blows peoples minds, but it is true. So if your broker can borrow the QQQ then it is very easy to sell on the bid and buy the offer, since there is no up-tick rule on the QQQ. :)

    ARCA needs a composite up-tick for listed. ARCA needs a composite plus bid for OTC if routed outside of ARCA. No up-bid needed if both buyer and seller are on ARCA. Only way around is to be short-exempt. e.g. Bona fide hedge or options market maker. :)
