Anyone can place a buy at the bid/sell at the offer order if their order entry platform supports limit orders. I don't know a single pro/semi-pro/non-pro order entry system that doesn't support them.

A steady, high CPU usage doesn't necessarily mean there is a software problem (although it could of course). If a program is being fed data fast enough, then the CPU can maintain a constant level. So all this is speculation as we don't have access to the programs and source code he is using, etc.

While I agree with that statement, we are assuming he can actually make enough money to pay off the TV. If he can't, and heaven forbid he crash and burns, he is looking at not only a margin call from his broker, but one from Circuit City as well. Sounds like a way around the SEC margin rules...
