Can T Bills be selected to mature in January, as opposed to December, so that tax on interest is available for investment through the entire year? Examples:

It depends... what do you trade and how? Assuming retail trading platforms:
- Fidelity is solid for all-around markets, and has a respectable fixed income offering.
- Schwab is also a solid platform, and StreetSmart edge tool is helpful. No fees for US equity trades.

What do you mean “making losses?”
Yes you pay a 4% short fee, but if you made say 20% a net gain of 16% and waiting a year is far better than paying 40%—or 8% of your profits—in capital gains tax.
Holding both a long and short position is basically a perfect hedge.
