OpenE-cry's API is in C#, which is one of the easiest programming language. Actually, i have done something similar to what you have described but its for IB's API, thus not applicable. Its preferable to look for someone who has the domain knowledge and has program with OpenE-cry API...

The functionalities that you have described is simple. There are alot of other issues to take into consideration. Example, the data quote connectivity and the platform used e.g. in Excel or Java, any preferences.
