it all depends on the mobo... some mobo are designed to be OC'd. The ROM came with all the switches -- you can adjust virtually anything at each stage of computing: the voltage, the clock, the latency, etc., and they have all the software utilities to make the job easier.

don't get upset... the other GB, though not available to you, is used by the OS. but of course... even if you have VISTA 64bit version, if your software is compiled in 32bit, the 64bit OS is not of much help. You are still living in the confines of 32bit World.

don't just uninstall Java... delete all the Java directories, plus all the java.* and jawa.* from your computer (usually reside in your Windows/system directory) before reinstalling. (well, don't really delete anything... just rename them with the _old suffix.)
