Can I trade with a Canadian firm if I'm an American? What about trading with them and trading remotely from the U.S.?

I'm an experienced trader (new to ET) who has a sound methodology, but my commissions are killing me. I'm paying .004/share plus the ECN fees of taking liquidity of .003/share. I.e. it costs me $14 for one round turn trade of 1000 shares. Is it true that Chimera charges .001/share...
