Yes, afterhours. Each ECN determines what is bustable on a case by case basis. I have had legitimate afterhours trades busted against me even though I said "no bust."

Not true. ECNs bust without permission from one of the parties all the time.

I'm not 100% positive about it, but it seems like you can just add the cancel fees into your cost basis for trades on that day. If you file a Schedule C as a trader, you can just put the cancel fees as a business expense.

This will work but it should not be a permanent solution. The fact that IB TWS is showing a quote in SMART that I can't hit/take implies to me that IB needs to look into the problem and fix it. Having SMART quotes that you can't route to is not how the TWS is supposed to work.
