The PHLX offers cash settled fx options and they're actually starting to build a lot more OI and volume. They are basically options on the cash but like cash settled index options they settle into cash. They sound like they would be what you're looking for.

The NDX is listed on 4 exchanges and its access is totally electronic. The answer is yes its a totally different system and its more user friendly for the retail trader. A retail trader will also benefit from the NBBO in the NDX
