    Ya know... other than the "wow" factor, I really don't think I need it. I'm not using IB for my data-feed anyways... I have Barchart for that. I'm only using TWS for trading, and I'm not that sensitive to execution timing.

    I use Softlayer with IB/NT. I didn't want a VPS, so have a dedicated server at $160/month. I know that's more than you budgeted... but I'm extremely satisfied with their service so far.

    Yes, remote into the server and trade off the server. That's what I use right now, and the redundancy is (IMO) priceless. I know people trying to make it work at home... get two DSL lines... but all you need is a transformer fire at the wrong place, and you're toast. Or, for that matter...

    You don't need a fast link "at home". Get a fast link by renting a virtual server somewhere. (ThePlanet, SoftLayer, etc.) You'll get the best networking equipment money can buy, redundancy up the wazoo, etc, etc.

    I would suggest you look into a virtual hosting service in the US, so that your trading software runs locally. You'd just log in via Remote Desktop Connection, or something like Logmein. From a security point of view, from a reliability point of view... that's the only way to go.

    I personally assume that it's assuming max "acceptable" leverage. Meaning, you can over-lever for short-term returns, but you'll eventually blow yourself up. If you manage to not blow yourself up, then you're using acceptable leverage.
