The IB Chat JavaCode might run only with "Microsoft Java". Go to Settings/ControlPanel/JavaPlugin and turn off "Browser Integration" for Microsoft IE and keep it for Netscape Browser. Run the IB Chat using your IE, but the TWS as Standalone Version or from Netscape Browser.
