Mostly a guess. But if you make the assumption... "those which start the bounce the strongest are likely to carry through further"... then you want to quickly know "which are leading", right? You need a tool to be able to do that. You need some sort of way to screen the market for RS...

If you're a B&H-er, that might be a concern. If you're a trader, no biggie. You will be stopped out long before that issue becomes critical (if it ever does).
