Good can be easily defined as the accrual of pleasure and the avoidance of pain. So, yes, good can absolutely exist without evil.

The point is that the question has never been answered. If God is all knowing and all powerful why does he allow evil, if he in fact hates it? Since he knew all of this, he has clearly set up a vast amount of his children to fail.

If God wanted him gone, he would never have been born, so clearly he must have God's sanction to be there.

It hasn't. Either God is all knowing or not. His either is or is not omnipotent. It has been widely stated that he hates evil. If he hates evil then why not stop it. A good parent would give his children everything needed to succeed. Apparently God has set his children up to fail.
