To prevent a Refco you could go with MAN in Canada, their accounts are insured up to 1 mio CAD. Spreads are a bit wide, but if you are just hedging for the weakening USD then that is no problem. Also Interactive Brokers is pretty safe, but I think their rollover costs are higher.

Opening up a Interactive Brokers account is by far the best option imho. Changes are you will pay a load more with other options.

1:100 is a bit difficult with futures, although futures are great for scalping indeed. Especially on EURO. If you never go overnight you can also check out IB for spot or MBtrading (EFX).

Sure, their mini account is ok, same as their retail bigger account. Make sure you get the right spreads. They have an option for 2 pips on EURO and USD/JPY and 3 on Cable for example.
