I would then suggest looking at NinjaTrader. Back testing with 2 years of tick data takes anywhere from 10 to 30 secs. Very robust with c#. Also, great for execution.

Also, depending on your strategy and margin you can give your position a bit of breathing room by rolling it to the next month if it initially goes against you. Within index puts and high VIX I have seen instances where you can roll 1 to 1. Just be careful and do not get in endless average down.

You can easily exit if you sell them against a popular liquid index. It carries very little chance of overnight blow up.

Why do you need a custom order book? You can use currently available solutions and add your own customization. I personally use Ninja Trader (c#), and it has classes/methods to access all levels of the book.

Very idiotic model. Roughly 25 elections is nothing of a decent data sample. I am sure ocean currents can be tied to elections results as well.
