From my personal experience most new emerging managers would need to have strong pedigree to qualify. When one starts small, without pedigree, around 1mil AUM (mostly friends and family $), breaking 10 is one of the hardest things to do. Then it will get a bit easier, but still hard of course.

It is all relative. Garbage in, garbage out. Data that can not be relied on is useless. It will cost a not more when launched, unless it is done for fun on demo of course.
