Agreed, but all those free Internet TV sites/programs are basically getting people to illegally broadcast live TV thru their PCs. Its frustrating watching a channel when all of a sudden the broadcaster switches off his PC or his ISP bans him.

I'm no techie but I'd guess that with the change, you are optimizing your RAM & CPU for your system cache which your charting program uses to store the incoming live data for drawing charts.
I think your hardware is fine. 15% CPU usage is about what I get with the same machine running...
I tried this a couple of years ago and it solved my high CPU usage caused by QCharts on a 2GHz machine:
Goto System Properties, Advanced, Performance Options. Click on the Advanced tab and change memory usage from "Programs" to "System cache".

My PSU operates within 2-3% most of the time but I notice from the Voltage monitor that it regularly has spikes beyond 5% for a few seconds each time probably due to added load on the CPU.
Do you think there is a reason for concern? Man, this has me very uneasy now.

I had the VE too and found that the dual display quality was quite poor.
Switched to a Matrox G550 and the difference was remarkable.
BTW, try enabling Cleartype on all your displays. That may help a bit.
I read Tushar Chande's "Beyond Technical Analysis" a few years back and thought it was pretty good.
Concentrate on how he formulates and statistically tests the systems rather than whether the sample systems covered in the book still work or not.
