Correct. I can send an order for a 1 lot or an order for a 101 lot. Sterling is broker neutral, so this depends on the broker and what risk controls the brokers use.

I was not aware of the IB consultant program, which seems like a good fit. I may be barking down the wrong tree given IB's retail oriented nature, but it doesn't hurt to try.
