Check out http://www.serverpronto.com. They have very reasonable prices, but customer service is kinda unresponsive.

You can rent a dedicated server to run whatever program you want for about $99/month. I think it would be a good setup for ATS since it usually has more reliable connection than your DSL/Cable at home.
