I don't see anything in here that is necessarily very particular to sho exempt stocks. The exemption in most cases takes away edges rather than adding any. It does help system and hedged traders get into positions.

I consider myself a libertarian, but in a case of price fixing such as this, there does need to be an agency to force free-market competition for the good of the consumer. Let capitalism do it's thing.

Since Dustin is a system trader, the comment does not mean much to a discretionary trader, who I believe is hurt by the new rule. I agree that system traders can benefit from it. We have not seen yet any discretionary trader remark about the improved tradeability of the affected stocks.
