If it's a streetwide charge, then how come I can get the data from RealTick without paying that much? Sounds like NYSE has targeted certain types of brokerage firms.

But up until recently Genesis wasn't. It also didn't cost close to $2k/month for last sale and inside quote data. I'm sure there are brokers out there that don't charge these fees (yet?).

I was able to bypass the ITG guy and get in touch directly with a RedSky person. $100 port charge for FIX and competitive commissions. Sounds promising.
