I doubt we will see much of any evolution in rules this year or possibly even next. This appears to be a tight political contest and no one (administrators) wishes to make any mistakes. Change will only come with dominant leadership. :(

Single stock futures are another possibility. Maybe this is the SEC's objective. Push the traders out of equities. SSF have a little better margin, but the commissions are a little higher than Equities @ IB, but with the new bulk pricing, I duno?
